I wouldn't call it harem yet. MC more interested in their talents to build his Empire, rather than in their bodies. Question of marriage most likely will appear, it's medieval times, but if it does, I can't say for sure that it will be resolved through harem route.
For now it more focused on how modern knowledge can dominate medieval political landscape.
yeah not harem, but harem-undertoned, writers and publishers are doing this now because they notice the quick aversion of people when the story is straight up harem.
so to compensate, they will make it semi-harem (sometimes they will give MC a fiance so that "it's not harem, he got someone to marry in the future), the harem ladies will not be out there fully in love with MC but they important enough that they will constantly orbit around him, the male characters will also have less importance or screentime, gotta prioritize that the Mc is surrounded by women
you can also notice that MC can't have any normal friendship with a pretty character, they will always have some special feelings for him, and we will never see those women having their own boyfriend or husband, MC is the only decent man in their eyes
