Had to search her up and turns out its that dragon that appeared in the grand magic games arc for when future rougue(?) tried to bring back dragons and whatnot and future lucy tried to stop everything with those from present timeline.
Appeared right around the time where lucy and yukino aimed to closed the time gate.
