These are just my thoughts: there were two redevelopments happening in the two districts which was also confirmed by ch 1 and 2. In the first redevelopment, it was said that Incheol had a post in the district and was responsible for everything, especially for Pyeonghwa's mother. His duty in the first redevelopment was to obtain a seal from the mother in order to sign a contract/form in order for the redevelopment to happen (the same plan being used for the 2nd current redevelopment) but in order to do this he was indirectly involved in dirty malicious tactics in order to achieve this. What Incheol didn't know currently was that incident was directly tied to Pyeonghwa's incident now. Hence, which is why he called assistant Cha to confront him about it. The assemblywoman and assistant Cha purposely put Incheol, who was directly involved in the death of Pyeonghwa's mother, on the current assignment of dealing with Pyeonghwa. The reason is still unknown but it's clear they're using Incheol as a scaoegoat for whatever reason. Judging from his expression in the last panel, we can see that Incheol was shocked to see the mother collapse or die which proves that someone else was responsible for her death but the blame is being set on Incheol on purpose. Currently in the 2nd redevelopment it was planned that he would be framed as well. On the earlier panels we can see that Pyeonghwa is legally blind or partially blind due to the text messages being blurred out from his POV, in other words Pyeonghwa has cataracts. Which was why he said "I can't make it out." So in conclusion i feel like Pyeonghwa's eyesight and his hospital bills as well as Incheol's situation will become a bigger part in the later story. Also realise how earlier into the story Pyeonghwa was questioned by Incheol whether he had some debt or financial expenses crisis? What Pyeonghwa was hiding all along was that he actually struggled with hospital bills for his cataracts
OH now that you said it, it makes sense that some panels are blurred from pyeonghwa's POV (this is a genius way to portray it), maybe he's forming cataract for all the physical damage he has been through his fetish
