She's her mother, she was an agent as well and was in a similar situation as Wooshin, she married a Russian man, who was her target because he was a genius. Her father is also the son of a cult sect leader/ subleader, and in a few chapters after this, she's going to meet a priest from that cult, he is her childhood friend.
The NIS lady pretended that her baby died of childbirth to not disturb her mission (because her father was really afraid of having children), and sent her to an orphanage, which was under that sect, and she grew up enduring a really horrific abuse, after discovering it, the NIS lady brought her back to Korea and put her in another orphanage after her father brainwashed her to forget her childhood memories

If i remember correctly its because they wanted to keep her from re-meeting her father, fearing her childhood memories may come back and that she may become a danger to them if that were to happen. So they orchestrated her life down to her blindness to keep her under surveillance, subdued and under control. Im not sure of the details but i remember this being the main reason. Little did they know, they'd awake her obsessive tendencies by removing her beloved lmaoo so in the end she became trouble for the nis regardless
