Drug, blackmail, plan gone wrong, uke was trying to get evidence of the rapist since the top pissed the rapist off and the rapist was going to ruin his career. Top was a newbie and once he piss someone high up he's basically finished. Bottom know the top love acting and tried to save his career behind his back but it all went sideways. His article report was supressed by someone higher up in the media. And he was drugged when top saw him. Seriously uke such a self sacrifising character, he doesnt deserve being bullied by everyone like this.
So he did it for him and now he’s reaping the benefits and treating him like shit typical man

Perhaps he regretted it but if he did he didnt say it cus usually it be the seme crying and asking for forgiveness but here is just the seme saying dont say sorry cus i wont be saying sorry. And if his behaviour improved we wouldnt know cus he only confronted it at the last chapter. So we're only reading his bad behaviour from start to finish.
