It's because he is a kid, or atleast a minor. Because in the scene where the father was picking him, he was obviously a child. Orphanages don't hold adults. And Vector had said that "perverts" liked the David statue, and Enoch is the base for the statue. So it wouldn't be far fetched to say that maybe he is actually underage.
