Because some of them transmigate in the state of depression or despair, or dead before waking up in different body or get born again.
Still didn't excuse the behavior, but maybe the author tries to justified that by doing so.
The latest chapter is very realistic. I didn't understand how people who transmigate normally forget everyone and everything from their previous life. Atleast this one, she acknowledge that she left people behind
