Im also confused by this story but let me tell u from what I understand . The evil lady is the mayor and the hot tall bottom works for her . The funeral is the top's mother's . I think the bottom works for the evil lady mainly to seize property of the public and the bottom was responsible for seizing the top's mother's property long time ago when top was still a kid . The bottom is quite older than top . I hope it helps
