registration only randomly opens, i suggest u go to https://www.reddit.com/r/MyReadingManga/comments/1nk1vtr/how_often_does_registration_open/ and sort by new to follow the post so u know when it's open. people comment there when it's open. i dont really know if my estimate is accurate but it seems like registration opens once every 2 weeks
