hmm I wouldn't really say so tbh, cuz Sam has more of a strong personality compared to Milton.
Milton's character might be a reference on how we can purchase cows and gain hearts from them to get better milk in the game. Aside from that, I don't think Milton has any similarities or references to any characters.
