Well, Tei have not shown any hint that he feels any romantic inclination to shuraka. He thinks about him all the time but its only because tei is not used to his actions and him being grown up, and shuraka is technically his guest. There is curiosity for sure, but not love. Also tei is very very much aware of how unsuited he is to shuraka, who is an emperor, that it prevents him from entertaining any thoughts of romance. Yes he is a man, it is an arranged marriage (that he painfully knows will not end well from his parent’s marriage)
