A more recent chapter mentioned that it's possible for a guide to have 2 or maybe 3 blood pacts at the same time, but it's rare. No idea if an esper can have multiple pacts, though.
Kahim has a partner, he's just not part of Union Jack. They seem to be strictly blood pact partners and nothing else.
It's not the neck or inability to breathe, but the fear that comes with the situation. Before Fabian learned to consciously control his power, it only seemed to activate when he felt like his life was in danger.

I get the blood pact lets the guide use the espers abilities...is it binding? Can they have multiple ones? Kahim mentioned he did a blood pact but doesn't have a partner? Also why is the espers neck important? His power triggers only when he can't breathe?
