No. In the novel, Eugene kinda see him as a kid. He's fond of her, for sure, but he doesn't really register as a woman in Eugene's eyes. Ciel does have feelings for him but he rejected her. Also, it's not really incest, their blood relation is seperated by hundreds of years. If that's incest, then marrying someone from your hometown or anyone in your country is incest.
