That is not true. Japanese people aren't inside a bubble. There's a lot of people fighting since the early 2000s in Japan, against the sexual portray of minos on media like manga. The age of consent applies to minors with other minos, not adult with minor.
There's no such a thing as westerns pushing their morals to poor Japanese people, we pretty much agree with the dangers that this comic culture bring to society.

There are states in my country that have religious groups that practice fathers marrying their daughters till they deem it's alright for them to marry another man.
There are countries that marry off their daughters as young as 13 and allow them to marry within the family so long as money is involved.

Making the discussion "cartoon characters fucking is bad" is taking away the responsibility of evil people doing evil shit.
It's like saying videogames cause violence when in reality it's either ill people with no resources to help them or people who were already planning on committing crimes. It isn't the fault of the fictional media that someone shoots up a school or kidnaps someone. This shit happens even in places where they allow 0 problematic media or limit what their citizens are allowed to consume.

I am American. I know an insane amount of supposedly educated people IRL that believe Japan is a monolithic society of righteousness and good. It's much more common than you think.
I agree with your point, though. The very root of this problem is not fictional depictions of sexualized minors and there are definitely places worse than Japan.
