Idk about their law or another country law, but what I can think of bcs of his previous position. He was the head of Ministry of Magic before and the story has point out both him and Eleonora has contributed so much to the nation. From the story it was never stated that he was a bad leader either. Maybe that's why he only got 8 years in prison? But still don't forget 300000 hours of community service though, that's most of his lifetime sentence
Adrian deserves more punishment, wdym 8 years, that ain't enough. He killed and experimented on so many people.
