i believe so too. outa probably wanted him to say that he would come too or would look for him. ofc a friend would want that; but those romantic feelings probably made him held the grudge for so long, thats why he felt so lonely and disappointed.
he definitely held that long of a grudge bc he already liked him since then, hes js too dense to realize. and the comments are as dense as well.
