I think he is a water dragon. They are usually slim and have either smaller wings or no wings at all. He probably hates the rain because he is a water dragon. And what if because he hates the rain his will was stronger and turned it off for a while.
Im so fking sure he’s like a dragon or a magical beast too ! We see in the flashback he should have wings and mocked because he « looks like a snake »
