A highly functional psychopath is a psychopath nonetheless. The evil core is there, before he reached the optimal "mimicry", he must've gone through trials and errors, he evolves, he adapted by mimicking the ways of society, and the fact he's in the police force is both intellectual and deliberate to gain authority ,control and insider information. From binged true crimes, people like this started off by harming animals, then innocent people/people in their life, then they'll choose meticulously the next best people to avoid detection or according to their own sets of belief.

So if anyone tells me Dan harmed an innocent person/people in his younger days, I'm not surprised, rather fascinated by the author's deep knowledge and details.
