It's not uncommon in countries outside the US to repeat a class if you don't pass the classes or have too many absences in a year.

I'm not saying it never happens but the system in the US is made so that schools with lower grades or leaving more students behind they can get punished by getting lower funding which is not the case in other places. So often teachers let people graduate for the sake of the rest of the school and avoiding repercussions from the parents.
