Not really it could be that humans offered apology for his actions twisting the truth with fear that Seonal could potentially bring them to ruin so dragons take the side with monitoring him and restraint because their arrogance and pride wouldn't allow them to completely admit to the reasons Seonal took action to begin with.
In the flashback it was just human who were against our mc, ins't it ? We didn't really saw the dragons reaction. It's not very clear yet I think
