Given this manga's rep (either innocent uke or bitchy with a reason uke) I think there is actually more to Okamoto than is shown. He seemingly wanted Kokuyo's attention at first, but it was more about being not noticed. He embraced Shirogane even after being raped (yuzuru embraced kokuyo similarly) and in the omake we see multiple students kind to Okamoto (which doesn't seem likely if he has always been a bullydouche) ..and he is seemingly living by himself. One of the almost rapist-friends said he wasn't himself lately. My bet is something went down in his personal life, and he craved attention and love ..and the reason he was specifically cruel to Yuzuru was because he actually reminded him of himself. *2cents*
