Ml wasn't supposed to develop as an omega, everyone just thought he was going to be an omega, but he was actually a dominant alfa. He just presented early because of the drugs an become a sickly alfa.

To anyone confused:
-mc: recessive omega who thinks he is a beta (chapter 6, page 60: according to results from a hair follicle test, you are a recessive omega)
-ml: was supposed to develop as an omega but instead he turned into a dominant alpha (chapter 6, page 53: he should have been fully developed when that incident with horang occured nine years ago, but the encounter resulted in ahjo presenting as a dominant alpha)
