I think typically though, the heir apparent has their own stuff they do with their own authority. And since they don't necessarily have to go through the head, then things like this get swept under the rug. Especially when you have loyalists towards the heir and not so much the head. Also. Maybe Jurion told his grandfather some of what he was doing and not the full details. It would be very easy for him to lie. And his grandfather is probably too busy to care too much about the details. Probably isolation training and management of the family.
