my exact thoughts when I first read the story（/TДT)/ now that I am rereading it though, I think it was the most natural progression since Shii would not have accepted his powers. He knew it would bring pain and he simply did not push it. I do think if we had another 30 chapters or a separate manga just of the two, maybe something could have worked out? In reality though, I think the story was better with how it ended (plus I think the author did not want to extend the story any further since her main focus was on Kie)
