This is kinda morbid, but I think lower sectors are where kids get abandoned and adults are criminals who most pastimes is sex or.... You know. But I get how you feel. You can't even be properly angry at antagonists since most of them are kids.
i believe sector 49 mentioned the adults would often die while they were in the mines. i imagine this is a similar case for the rest of the sectors, the adults end up dying leaving behind a bunch of kids. or as mentioned above the adults leave the kids behind and move up the sectors.
One thing im curious about is how 80% of people in this world seems to be children i feel so maternal to every one of them and they don’t have any trusted adult around like look at the main cast bruh thats a bunch of babies
