I never understood why the government is in charge, especially when they do not have any awakening powers? why don't the awaken people take charge.

    The government at least has to keep up the appearance that they care about the country and its citizens. It's also placed under many rules and regulations (also why it's so slow to act more often than not) to prevent problems (although corruption is a thing). It's still needed to balance the power. Best if they have their own awakeners.

    Private entities, however, don't have to keep the public's interest in mind. They can do whatever.

    If the private sector holds more power than the government, especially in the case of awakeners with superhuman powers, the country will become a lawless land pretty quickly. The strongest guild would be dictating the country's fate. Can go both ways. But usually the more power one has, the harder it is to remain good and do good. Bad flies always flock to power and money. They come in swarm and they're cunning. A handful of good people will just fall prey.

    Like how irl politicians seem to be all in it together. Not that there aren't good ones. They just hold no real power/don't last long enough for us to even hear about them.

    The government looks like it’s in charge so that the majority of civilians feel safe living in the country. When random people get superpowers from good and evil constellations there needs to be a neutral ground people rely on to keep everyone in check. But it can always turns currupt depending on who is in charge so it’s hard.
