I mean, they never said it explicitly, but they've been both worrying about it since chapter 32, the morning after their bight fight-and-talk, since Hirano basically "accepted Kagi's feelings". Hirano is the first between them to think "yeah we ARE dating," in this chapter, and his dialogue at the end here was the first verbal instance of their relationship status (?) being cinfirmed
