He is super pathetic, but I think the author has done a good job of making us feel bad for him. I can see why it's so easy for Min-young to manipulate Cheol. Literally no one has been on Cheol's side since he was born. Even the uncle didn't step in when Cheol was young despite it being so obvious that there was something wrong in Cheol's house. Cheol learned to never ask for him because life taught him that he didn't matter.
