I understand both sides here.

Garam is haunted by his past trauma and bullying. He's never found a safe place to come out and with how is own boyfriend used to be, of course it feels like everyone is against them. He's trying to protect himself and Jae, but he's not sure how to do that without hiding both of them like a dirty secret.

On the other hand, Jae had never HAD to hide a relationship before. He's always been in straight relationships where he shows his girlfriend off. Now he's in a relationship with someone whose always been in the closet and only knows the harm of coming out. So, of course, he's confused and thinks Garam is ashamed of him and them together. And Garam bringing back how he used to be is ofc gonna hurt, even if it's true.

One wants to be safe and hide them.
The other just doesn't see the issue and wants to show them off.

Neither are really right or wrong and that's what makes this so complicated
