Yes, it's totally on purpose exaggerated. Best telling on how artist dwells in anatomy is consistency, if it changes every chapter (bigger to smaller than bigger again) then its just technique issue. This artist keeps the ratio good to his body as well as in comparison to uke. Also from the looks of it it seems this artist is a taught painter and not just illustrator
