I think Minyoung outed Cheol to his parents because that was his own fucked up idea of “liberating” Cheol. As an orphan, he had nothing to his name and no power to actually remove Cheol from that abusive environment, so he did what he could, even if it arguably did more harm than good. He outed Cheol because he thought this would forcefully remove cheol from his family, but failed to understand how the consequences would actually affect Cheol. Either that, or he thinks Cheol could overlook these consequences of being shunned and disowned by family since he should feel happy that he’s been freed. This then ties to how Cheol ghosted him and he realised he needed power to properly protect Cheol, hence leading to his climb in the power ladder .
