That's always some bullshit rules. "no matter the reason, if you both fight/use magic then both are expelled"... so he's just supposed to stand there and let the other party try to kill him? I'd like to know what the "correct" response is in that situation, according to the school policy.

Yeah if he let him hit him, then the other party would be expelled and give compensation, while the victim can stay enrolled but with injuries and MIGHT be compensated
