I think maybe he was a gift from shuraka’s mother

His mother was a part of the harem of the previous padishah (his father) so when he ascended the thrown he was going to kill his father’s harem to prevent another heir being born but his mother stopped him cause I’m guessing she views the others in the harem as friends/family.
