He is part of the harem, if you are in the harem you are not allowed to sleep with anyone but the king/padishah/emperor. Openly sleeping with someone else is insulting and would normally mean they both get executed, but in this case I assume the pink haired guy was allowd to do it to demonstrate for the padishah how things work. He then assumed voyeurism is the shah's thing and tried to tempt him by doing this, which is a bold move and one that almost got him killed.
