It's not the art, it's the lunatoons/templetoons scanlation team giving the original art this effect.
I believe its due to the "colorize" option from CSP. Like they only drew the lines but all the coloring was done thru this filter in clip studio paint. The artist was probably pressed for time... I do not condone it but I am also not privy to their working conditions.
That's not the original art, if you search for translations that aren't made by the lunatoons/templetoons team, you will see that this effect doesn't exist and that the art looks like it always has.
We've had a chapter uploaded that was translated by diva scans, and that's a perfect example.
