Personally I think it's because a harem with multiple top has more demand. Most females (most yaoi enjoyers are women) mostly self insert to the bottom of the story.

Well, if you saw BL characters for only whether they used their penis or anus during sex and not as a whole character then yes. But most of the time characters have personality, you know? They're not merely a 'top' or a 'bottom'.
Just like the popular 2 top (or more) and 1 bottom story that has plot to it, why can't 2 bottom 1 top has more than just sex and an actual story?
