I dont read the novel but from what I'm guessing is that Priest is a follower of the cult that killed the frog lady's lover from the monster attack village chapter, basically saying they sent those monsters to attack the village as it is sacrifice to their god and spread their cult (i think)
I think its more like the priest is using these monsters to further strengthen the position of there faith on that specific kingdom like the more they destroy and kill the more they will go relly on that faith or something like that
