He's actually the previous senior he's even older than the Vermillion bird and the previous azure dragon (before nagi) he's probably retired now or he might be dead who knows if you see the early chapters you will notice them talking about the previous divine beasts
Did they ever show that senior doing the test for them as kids? I feel like they’ve only really showed the bird and other dragon senior but I could be wrong
