They are undead, not zombies. Once people die, they get up and wander around, I don't think they attack people. It's post apocalypse because buildings crashed, undead became an issue only once things were unstable, because of the crash. From what I understood.
I think they might attack sometimes, i thought the undead guy on the hill that ml punched that one time was about to attack them
