i think he really, really like jo so much that he knew choosing him would be robbing him of his future and safety. choosing jo would be the selfish decision for him. a new start, but that would mean tainted him with his past. as it already happened, especially even if they move faraway jo’s family is still within reach of the gang. seeing how much jo would do for him (which in other case would be a good thing. but jo wouldn’t hesitate to kill for shinwoo and that scared the shit out of him) he will always think about it in the back of his mind if they got together.
