I think He did that because He wants Simon alive and suffering... He doesn't want him killed, that would be "so easy"
I wannna stay optimistic and think that he cares for him just a little bit

As you can see, Gale torture Hasco and states that He do wants him in prision, not death. Gale hate Simon 'cause He is not tainted as him. He wants Simon to be corrupted and in the deepest despair as He was.
That's what I think at least, because when he was being raped and bleeding Simon was smiling, innocent from the horrors of the world.
