I think it's being portrayed like that becs tei is confused about his feelings for Shuraka. And Tei rejected/shoved Shuraka that night becs he was feeling betrayed by Shuraka's words as he thinks that Shuraka is lying to him.
Actually Tei thinks that Shuraka is lying to him becs when they were trying to sleep for the first time, he was seen as inexperienced in sex or like sex between male but now he came to know that he has a male concubine who is also spending night with him so he was feeling betrayed.
This chapter has so many plot holes, at first in previous chapter tei is the one wanted to initiate the consummation first and wanted to fulfill his role as a Sultana properly.
Shuraka being the sultan ... it should have been obvious to Tei that shuraka has concubines. And tei didn't think he was a virgin anyway.
In in inner monolog of tei we always see that he wants to fulfill his role as Sultana, and he doesn't think they could ever be lovers. So why did he rejected Shuraka ... when he wanted to sleep with him. It doesn't makes any sense.
