I think what they mean is, the otherworld (which is I think related to the gates/dungeons) have the power to bend reality to it's will, and Link who found out about it tried to harness that power, they used otherworld materials to control that power and they managed to harness a bit of power which so they could do this and that from that however they fail everytime to fully harness the power so they repeat the process again and again and they record each failure which is what Ganju's holding earlier, the paper, it's like a log book that records the failures, the prophecy child is said to be the guardian who protects the otherworld's power (?) and I think the Link wants to find the prophecy child because he/she might have the power to control the otherworld's or at least might be the perfect material to harness that power themselves. The tablet that Ms. Choi was holding earlier have the power to disrupt the barrier in the basement when awaken however it will attract the monsters , so they decided to awaken it then shut off the power in the basement and yadah yadah yadah. I have a theory that every failure of the Links resulted in the regression of Ganju's, I think since the otherworld's have the power to bend reality thus resulted to the loop of Ganju's???? Well this is what I understand (￣∇￣")
I believe in that theory too when I read that chapter it felt like their failure to achieve goal is related to Gajun stuck in loop and every time Sunwoo is the one who disrupts their plan unknowingly
