Using modern ethics as a benchmark is absurd. An apocalyptic scenario of this magnitude makes all decisions binary, is either be ruthless or die. Human nature knows the way when is about survival. In a peaceful world you can afford to judge by personality in this world you are judged by utility.

But in this case the hounds are not making difficult decisions because of necessities and survival but because they enjoy their power (except maybe the boss) And they use it as an excuse to hurt people and let’s be fucking real that does not help to keep this place running you can be as strong as you want if you are cruel some people will be fed up with this shi
The hounds are doing all that to keep things running because of GW but the result of their existence no matter their behaviour is still the the collective survival of the town. That fact that now one is acting like a lunatic does not negate the fact that the town still counts on them. The hounds are just tools for GW and he had the foresight to not blow up because he and the town needs them, power trip or not.

Pff i cannot deal with these storylines with "let's take over and/or get revange" because they are bad but we are incompetent/lost/weak and do not have what it takes to establish and keep running this kind of place. It s the apocalipse they have a place that is safe and those limited resources only because the hounds and Guwon are doing what needs to be done.
