Okay, just reread it and I guess I realized why despite all things Caesar makes sense to me. He lacks empathy, manipulative, and really just a psycho. Be fr he's a criminal, a mafia. Maybe molded into something likeable to make the story but in my eyes he's downright scary, and not even his backstory can lift up the reason behind his actions.
