He was reincarnated into a human, so that makes him a human. He behaves and thinks like a human, though he does seem to carry some of that innocence over. That innocence could be seen as nero divergence? Or simply not being taught how to think critically or allowed to mature mentally properly. I just felt that he was the example of that worlds innocence or rather misunderstanding when it comes to sex (like people being cursed), but now I don't really know anymore.
If we go by reincarnation law, I don't know which religion exactly sorry, he could have possibly been a human before he was a dog, then he was reincarnated into a human again. It's not impossible and I wouldn't be surprised.
Tbh I see your point, I definitely agree it was meant in a symbolic way, but I am still a little off put by the author's decision to include it in a smut. It would definitely be less uncomfortable if they cleared up some of the rules of reincarnation, though still it disturbs me that he remembers being a puppy.

I realized while thinking about it today that he did spend time as a human in that world, but we don't know how long. I don't think he would feel weird about it. It was probably a bittersweet memory for him when she came back when he was a puppy.
