I think he never needed to and so he never learned
Like for beast skins it's usually sorta sign of status and intelligence to be able to go full form
But from what we know he like lived in slums with his family, looking after his lil brother and sister and would potentially steal stuff smtms (?) basically it wasn't priority to learn that, similar to getting proper education
Well, if it was all irl of course he would still learn if he was actually trying to steal anything as it would be hella inconvenient
Another question is how clothes appears on him when he transform tho?
He can hide them - we've seen him do it, but I think he's so used to having them out that it's normal
I didn't mean he can't at all, but at least the way I've seen it talked about a lot in other similar manhwas: for those that train a lot it's rather easy to keep all animal features away at all times, but for those that didn't - it's very tiring and requires lots of focus
