The thing is Tei was send to Shuraka's realm as a peace gesture as both realm withdraw from war. Shuraka is blessed by their god and is worthy to ascend the throne. Shuraka was just a kid, powerless and isolated, when Tei came he showed love and respect for Shuraka. When he decided to fight for the throne he send Tei to his nation to protect him. After many years Shuraka was finest the ruler and went to fetch Tei. He brought Tei to his realm to make him (like) his Queen and only lover, he was head over heels for him. Now the arc is about miscommunication and oganization of power and position on the curt.
