I'm way past that point but I'm pretty sure it's because he got jealous and didn't want Soul going near the female rat so he kept a close eye on it
Its just an unrelated mouse beastkin from the tutorial area. Rio just noticed that Soul glancing at it not knowing soul is just being insecure. He misunderstood that soul thought the mouse was cute so rio kept blocking contact and view. This backfired tho as soul thought Rio is being affectionate to the mouse since Rio's full attention is on it.
