the guy who said that is the one with brother who was involved with the tiger wife arc. his brother is the one who was in the most recent fight with trying to end ryeongs life. ryeong left his brother in a bad state. when he says you should know yourself how it is like to be blind” he’s referring to the state his brother is in because of ryeong.
How is he refering his brother "blind" tho? because paljae in the next panel tries to deny that ryeong wasn't the one who did it and then realised "they" did it. Here he's obviously referring to the kid.
He said "yet you were so cruel to my brother" and then "you yourself know how is it like to be blind, how could you do that to someone" (referring to that girl's brother). Why did he bring his brother then? That boy isn't his brother tho? Is it a mistranslation?
I originally thought he was the one who did it tho, and felt agitated since at the end of the day he is just a kid whose insolent behaviour was enabled by his own mother.
